The Commission on Narcotic Drugs is the central policy making body within the United Nations system dealing with drug related matters. In line with the 2009 Political Declaration and Plan of Action, the Commission monitors the world drug situation, develops strategies on international drug control and recommends measures to combat the world drug problem, including through reducing demand for drugs, promoting alternative development initiatives and adopting supply reduction measures.
Dr. Rumana Dowla, Founder & Chairperson of Bangladesh Palliative and Supportive Care Foundation, was one of the speakers in the United Nation’s conference which was held in Vienna on September 2018 representing Bangladesh. It was an intersessional assembly of the Commission on Narcotic Drugs devoted to monitoring countries’ progress towards the goals of the UNGASS Outcome Document. The meeting emphasized on demand reduction, access to controlled substances for medicine, intersectional issues, and preparations for the ministerial segment. There was a discussion and debate on Cross cutting issues- drugs, and human rights, youth, children, women and communities. Dr. Rumana Dowla addressed the issue of availability of opioids and palliative care need in Bangladesh in the conference.
